Shag is wrong.
Hard seats can cause temporary ED. Should go away as tissue heals as long as no permanent damage occurs.

Acctually, cycling can lead to erectile dysfuntion. (If done often, for long periods of time, or for many years)Not just a bruised perinium. Cycling puts pressure on the nerves in the perinium and can cause early erectile dysfuntion.

First off, the real name for that body part is “perineum”. I’m sorry to jump on you about that but I just hate the other word, and there’s no reason for it when there’s a perfectly good word already.
To the meat of your question: yes, there’s some evidence that bruising the erectile tissue in the perineum can interfere with normal sexual function. The tissue there is essentially the root of the penis, and it helps support the whole structure. Bicycle manufacturers are now offering custom seat designs that take the pressure off the perineum and transfer it instead to the thighs or buttocks, so you can enjoy long bike rides without endangering your love life. Just take a ride down to your local bike shop, and ask for assistance. This problem is well known.
